What is the Explosives Form L License?
The Form L license is issued under the Petroleum Rules 1937 for the bulk storage of petroleum products and dangerous chemicals in tanks — above-ground tanks, underground tanks, or a combination of both. Form L is required by oil marketing companies, fuel depots, large factories with bulk solvent storage, and any facility installing fixed petroleum storage tanks above the threshold quantity.

Form L Tank Storage — Technical Requirements
- Tanks: double-wall steel or approved fibreglass with corrosion protection
- Distance: minimum safety distance between tanks and from boundary walls
- Ventilation: explosion-proof breathers and pressure-vacuum valves
- Fire system: foam suppression, sprinklers, hydrant network
- Bunding: secondary containment sized 110% of largest tank capacity
- Earthing: static electricity grounding on every tank
- Pipework: only approved materials, flexible joints, emergency shut-off valves
- Inspections: tank integrity inspection certificates required for licence renewal
