1. About Our Services

Excellent Services provides consultancy and project-support services relating to:

• Dangerous Petroleum License (DPL) applications and approvals
• Petroleum and chemical storage approvals
• Petrol pump construction and project consultancy
• Chemical storage facility design and construction
• Government documentation and paperwork
• NOC coordination with relevant departments
• Explosive Rules compliance consultancy
• Chemical import consultancy
• Energy auditing services
• Regulatory compliance support
• DPL-compliant storage arrangements, including storage on rent where available

Our services may involve coordination with government departments, regulatory authorities, inspectors, contractors, engineers, and other third parties.

2. Consultancy and Government Approvals

We assist clients with the preparation, submission, coordination, and follow-up of licensing and approval processes.

However, final approval, issuance, renewal, inspection, or rejection of any license, NOC, permit, or government application is solely at the discretion of the relevant government or regulatory authority.

We do not guarantee that a particular application will be approved within a specific period or that approval will necessarily be granted.

Any estimated processing time communicated by our team is an approximate estimate and may change due to government procedures, inspections, documentation requirements, policy changes, or other circumstances beyond our control.

3. Client Responsibilities

The client is responsible for providing accurate, complete, and authentic information and documents required for the services.

The client agrees to:

• Provide accurate property, business, company, product, and project information.
• Provide genuine and legally valid documents.
• Respond promptly to requests for information or documentation.
• Ensure that the proposed project complies with applicable laws and land-use requirements.
• Make required government fees, inspection fees, construction costs, and other third-party charges when applicable.
• Inform us of any previous applications, approvals, notices, objections, violations, or regulatory issues relating to the project.

Any delay caused by incomplete, inaccurate, or late information supplied by the client will not be considered a delay caused by Excellent Services.

4. Professional Fees and Payments

Our professional consultancy fees will be communicated to the client before commencement of the relevant service.

Unless otherwise agreed in writing:

• Professional fees are separate from government fees and third-party charges.
• Government fees, inspection charges, testing charges, drawings, construction expenses, transportation, storage costs, and other external expenses may be charged separately.
• Payments made for completed work or services already performed may not be refundable.
• Any refund, if applicable, will be subject to the agreed scope of work and written terms between the parties.

We reserve the right to suspend or stop work if agreed payments are not made within the specified time.

5. Government Fees and Third-Party Charges

Government departments and regulatory authorities may impose application fees, inspection fees, licensing fees, testing charges, renewal fees, penalties, or other official charges.

Such charges are not controlled by Excellent Services unless specifically included in a written quotation.

The client remains responsible for official fees and charges applicable to their project.

6. Construction Services

Where Excellent Services provides or coordinates petrol pump or chemical storage construction services, the work will be carried out according to the agreed project scope, drawings, specifications, applicable safety requirements, and relevant regulatory requirements.

Changes requested by the client after approval of the scope, drawings, materials, or construction plan may result in additional costs and/or changes to the project timeline.

Construction timelines may be affected by weather, material availability, government inspections, approvals, site conditions, utility connections, labor availability, or other circumstances beyond our reasonable control.

7. DPL and Chemical Storage

Clients using our DPL or chemical storage consultancy services must provide complete information about the petroleum products, chemicals, hazardous materials, quantities, storage methods, site conditions, and intended use.

The client is responsible for ensuring that the actual storage, handling, transportation, and use of hazardous materials complies with applicable laws, licenses, safety requirements, and government instructions.

Any storage facility arranged or provided through a third party remains subject to the terms, availability, capacity, and legal requirements of the storage provider.

8. Compliance with Laws and Regulations

Our services are intended to help clients comply with applicable Pakistani laws, regulations, explosive rules, petroleum requirements, environmental requirements, building requirements, and relevant government procedures.

Regulations and government requirements may change from time to time. Where applicable, the requirements in force at the time of an application, inspection, construction, renewal, or approval may apply.

Clients must not use our services to circumvent, evade, or violate any applicable law or regulatory requirement.

9. No Guarantee of Approval

While we use professional care and reasonable efforts to prepare and coordinate applications, Excellent Services does not guarantee the issuance of any license, NOC, permit, approval, or government authorization.

Decisions made by government authorities are outside our control.

If an application is delayed, rejected, returned, or subject to additional requirements by a government authority, we may assist the client in responding to the requirements where such assistance falls within the agreed scope of services.

10. Website Information

We make reasonable efforts to keep the information on our website accurate and up to date. However, website content is provided for general informational purposes and may not always reflect the latest regulatory requirements.

Information published on the website should not be considered a substitute for project-specific professional or legal advice.

• Site conditions not disclosed to us

To the extent permitted by applicable law, our liability shall be limited to the scope and value of the services agreed with the client.

14. Third-Party Services

Some projects may require services or involvement from third parties, including government departments, engineers, architects, contractors, laboratories, inspectors, storage providers, suppliers, and other professionals.

Where third-party services are used, their own terms, fees, timelines, and responsibilities may apply.

Excellent Services is not responsible for independent decisions, delays, or failures of third-party service providers beyond our reasonable control.

15. Cancellation and Termination

Either party may request termination of a service engagement subject to the agreed commercial terms.

If a client cancels a project after work has commenced, fees for work already completed, government submissions, documentation, site visits, drawings, coordination, or other incurred expenses may remain payable.

We reserve the right to terminate or suspend services where:

• The client provides false or misleading information.
• The requested service would involve unlawful activity.
• Required payments are not made.
• The client repeatedly fails to provide necessary information.
• Continuing the engagement would create a regulatory, legal, or professional concern.

16. Communication

Official communication may take place through email, telephone, WhatsApp, written correspondence, or other agreed communication channels.

Clients are responsible for ensuring that the contact information provided to us remains accurate and accessible.

We are not responsible for delays caused by incorrect or inaccessible client contact information.

17. Links to Third-Party Websites

Our website may contain links or references to third-party websites or services.

Such links are provided for convenience only. Excellent Services does not necessarily endorse or control the content, availability, privacy practices, or policies of third-party websites.
